When Surrey, B.C. councilor Bob Bose leaked details about a secret council meeting that was held to discuss a casino on the city-owned Cloverdale Fairground in October 2002, he launched a controversy that still haunts Fraser Downs and its slot machines.

The Great Canadian Gaming Corporation, which purchased Fraser Downs in March 2005, has decided to cut the number of race days at the track in order to save money, which is the latest issue in this on-going saga.

For a number of years, the horse racing industries have been dramatically losing ground to casinos and online gaming. Coming to the track are less and less people and profits are way down.

As a way to save racing by using a portion of the revenue generated to increase race purses, the push for slot machines at Fraser Downs was presented. Richer purses would bring better horses and drivers to Surrey were argued, which would mean more fans and gamblers as well. However, it did not work out that way.

In 2007, Great Canadian and the B.C. Standardbred Association signed a four-year deal that extended the season by two months and it was intended to stabilize the game but it did not happen.

Unfortunately, horse racing at Fraser Downs is in serious trouble and it is slowly fading away, even after adding the slot machines.

It has been reported on Wednesday, August 18 2010 that due to its earlier announced amendment to a credit facility, that the Las Vegas Sands is planning to pay off over $1 billion dollars of its outstanding debt. On June 30th of this year the company had reported its long-term outstanding debt at just about $10.4 billion.

The resort which is operated by Sheldon Adelson has said that the amendment will extend the maturity of 75% of it’s nearly $4 billion dollars in term loans. This will push the maturity of them to between 2015 and 2016.

The company has also said that this payment will allow its business to mature in other up and coming gaming markets; This is in addition to its overall profile in the financial field.

The company had recently been upgraded in the corporate credit ratings from a “B-” to a “B”, and the company’s outlook is also said to be a positive one. This upgrade in its rating is mainly attributed to the company’s debt maturity profile. It was also reported that the company’s financial flexibility has also improved along with its rating.

A new casino in Singapore and exceptional business in China has by far helped narrow its losses in the second-quarter. The Sands also operates additional casinos in Bethlehem, PA as well as Macau, China. Almost 80 percent of its earnings come from the Asian part of the business, where casino table games are very popular.

Rhode Island is already home to two casinos, although in these facilities state law currently permits only slot machine gambling. Whether or not blackjack, online blackjack and other table games should be permitted in these establishments, Republican Governor Don Carcieri recently vetoed a bill, which would have let voters decide, but proponents of the measure were not deterred. All it will take to get the measure back on the ballot is the passage of a similar resolution in neighboring Massachusetts, benefits of legalizing table games and another state weighing the risks, according to State House spokesman Larry Berman.

By contrast, gamblers in Kansas are holding a slightly better hand. In 2007, gambling was legalized in Sumner County, but to this point, attempts to get a casino built have stalled. At present, for a full-service casino to legislators in the county, three different developers are pitching proposals. With so much interest, it now appears only a matter of time before Kansas voters can step up to a blackjack table to try their luck and a contract is awarded to someone.

In July of 2010, Pennsylvania introduced table games to their nine casinos, a measure which resulted in a tax revenue increase of more than 17% over the same month in 2009. Such increases are not going unnoticed by lawmakers in states still weighing whether or not to be dealt in to the legalized gambling boom, in an unstable economy.

For the Las Vegas-based casino operator, Wall Street speculated on the next potential acquisition target. Boyd Gaming Corp. executives weren’t interested in taking the bait. The Las Vegas-based casino operator dropping out planned bankruptcy court auction of several Station Casinos’ properties.

When the questions started, Boyd Gaming explained how the company’s second quarter profits to fall 73 percent because the recession left consumers skittish.

Point blank questions were asked by the Union Gaming Group Principal Bill Lerner, if Boyd Gaming had participated in a rumored privately held bank-back auction of M Resort. Josh Hirsberg, Company Chief Financial Officer was noncommittal.

Hirsberg said, “We don’t comment on speculation. We do believe the best opportunities for us are in the locals market. Buying an existing property is a much better opportunity than building something from the ground up.”

During the three-month period that ended June 30, or 4 cents a share, Boyd earned $3.4 million. A net income of $12.8 million, or 15 cents a share was reported by Boyd Gaming, a year ago. Compared with $614.5 million collected a year ago, net revenues during the quarter declined 5.9 percent to $578.4 million.

At Borgata, Net revenues fell from $191.5 million to $186.9 million. Adjusted cash flow was off 9.9 percent. The Borgata’s performance was affected by higher utility costs, higher promotional activity from competitors and reduced day-trip visitation to Atlantic City during June. In every operating segment, Boyd Gaming’s revenues and cash flows were down, during the quarter.

In the Las Vegas locals market, adjusted cash flows declined 16.2 percent while net revenues were $153.1 million, down from $166.1 million. Compared to $57.6 million a year ago, the company’s downtown casinos generated net revenues of $55.2 million, while adjusted cash flow was off 21.2 percent.

In the Midwest and South, the results weren’t better. Compared with $197.3 million in the same quarter of 2009, Boyd Gaming recorded $181.7 million in net revenues. Adjusted cash flows were off 20.9 percent.

The economic times are harsh indeed and suffering the downturns is the gambling and online casino industry.

Because of tax evasion issues and a lack of funds, the Siena casino in Reno has declared bankruptcy, this week. Nevada gambling commission filed for bankruptcy, although it wanted to suspend the casino’s gambling license. It is still able to operate and now has bankruptcy protection, even though its operations are now heavily regulated. In taxes, the casino owes $153,000 and until the first Thursday in July, it has to make good on these taxes.

Casino is now under federal jurisdiction, as they have filed for bankruptcy. Other than just the $153,000 owed in gambling taxes, the casino faces many more problems. for their 215 room hotel, they also owe $140,000 in taxes and if they are unable to pay it off by the end of the year, they could lose their housing license. 35 workers have been forced to lay off. A ton of money totaling $400,000 is also owed by them from the NV electric company. With them, they have setup a payment plan that requires payments of $50,000 every two weeks. To the casino, all this unpaid debt is turning out to be a huge liability. The owner wishes and hopes that under these rough times, the casino can survive.

The slump in the economy in the past couple years has taken its toll on many businesses. It seems the Louisiana casinos were not spared by the recession. During 2009-2010 state fiscal year, Louisiana casinos had a 7.1 percent loss in posted winnings.

There were losses posted all across the board from poker machines that are at restaurants, bars and truck stops to the four race track casinos the state has. The poker machines showed a loss of revenue of about 9.8 percent and the four race tracks were down to $2.36 billion from previous earnings of $2.54 billion. Only Atlantic City posted bigger revenue losses for the year.

Casinos have been taking losses since the economic downturn started. Analysts say that people are tightening up their spending on are less likely to go to casinos and gamble. Even a destination spot like Las Vegas has taken a revenue loss due to the economy.

Casinos hope they can post better revenue results next year, since many believe the economy is rebounding and consumers will once again start spending money. The losses seem to be slowing down and might be reversed by the time next year’s revenue results are to be posted.

The Governor of Alabama, Bob Riley, sixteen months ago, declared that many Bingo machines used in several counties are not in fact Bingo machines but are slot machines. In the state, gambling and online betting is illegal and therefore the supposed bingo machines must go. The Governors gambling task force then began to raid many casinos in the state.

In Macon County, VictoryLand, the largest employer and taxpayer, voluntarily closed its doors to avoid one such raid. To prevent any raids on them in the future, Victoryland went so far as to obtain a restraining order. The Governor is challenging this ruling. Two other casinos had shut their doors, due to feeling the pressure from this task force.

More than 800 of these bingo machines were seized at the Greenetrack casino. Around 8:30 am, a small unit of task force officers arrived at the casino and the operation went smoothly. This leaves Victoryland as the only non Indian casino still operating today.

The Governor considers it necessary and even though the Governor has received criticism over his task force he stands behind it. Residents suggest the Governor have the machines declared illegal in all counties as opposed to his raids and want the raids to stop. There has been legislation proposed for several years declaring these bingo machines to be legal however it has yet to be passed. At the moment, these raids will not affect the Indian Casinos but Governor Bob Riley is determined that they may eventually.

First Nations leaders have decided to set up their own gaming authority, regardless of the opposition the B.C. provincial government has shown. Casinos and casino games generate a billion dollars of revenue each year for the provincial government; aboriginal people believe that some of that money should be used to fund First Nation projects.

The aboriginal people of British Columbia suffer a higher rate of unemployment and poverty than non native Canadians. Business and employment opportunities lack in these communities. The First Nation people believe that the B.C. provincial government should make an effort to close that gap in the citizenry. The government feels different.

When the First Nations realized that there would be no help from the government they decided to create their own gaming authority for casinos to be built on their native lands. The government is opposed to this measure stating that gaming revenues should benefit all British Columbians. They have promised to shut down any illegal gaming places, even on Native land.

Leaders of the First Nations have stated that they will continue with their plan, despite opposition. It has been stated that authority to control gaming will need to be left up to the courts to decide at a later date.
